Here are ten principles, I believe, should guide collective actions towards reducing diesel use in off-grid communities. Promoting these will lead to a sustainable decrease in diesel use, that "lifts all boats" so-to-speak.
Target Communities and Projects: Focus on larger communities and/or ones with defined project options that have been advanced through the feasibility stage.
Strategically Build 21st Century Off-Grid Infrastructure: Micro-Grids with integrated demand/supply integration are the value-additive energy solution for remote communities. (Read more about this here)
Emphasize Indigenous Leadership & Capacity Building: Proponents need to be either Indigenous or have Indigenous communities as full and equal partners. And, of crucial importance, likely the great “success factor” for diesel reduction is Indigenous capacity-building creating local catalysts.
Ensure Provincial/Territorial Agencies Offer Full Diesel Avoidance Value: Power purchase arrangements should not lead to federal funding reducing provincial/territorial obligations.
Promote Indigenous Community Energy Planning (ICEP): A community-engaged process that promotes energy efficiency and conservation, coupled with investment to eliminate of reduce diesel consumption will be the most effective approach.
Avoid a ‘Technology Fix” Orientation: In only some projects is technology demonstration an issue. Technology integration, scalability and replicability are more important.
Target, Measure & Report Diesel Reduction Performance: Set clear targets, nationally, and for each project, in terms of diesel reduction, Indigenous participation, GHG reductions and economic development.
Seek to Reduce Long-Term Federal Fiscal Obligations: Seek to transfer ongoing energy management obligations to provincial/territorial governments.
Promote Collaborative Project Development and Networking: Too many projects are one-offs, and nation-wide diesel reduction learning is very modest. That needs to change.
Communicate Success Stories: Not enough is communicated (media and social networks) of diesel reduction success.
